Using all included delivery minutes does not by itself stop a live stream: additional delivery costs US$0.01 per viewer minute. Account, billing, technical availability and separate service limits still apply.

No. Earnings depend on valid audience, attribution, eligibility, and terms of each monetization mechanism. The price of the plan is a cost of the service and should be considered in your budget.
